Тем не менее остается ряд существенных проблем, одной из которых является сложность учета переменных, связанных с инструментами экономического влияния. Такие инструменты используются в современной практике весьма часто. Речь, прежде всего, об экономических санкциях, которые представляют собой механизм ограничений в области торговли, финансов, транспортного сообщения и иных связей для достижения политических целей. Подобная ситуация порождает закономерный вопрос: в каком виде оптимально учесть параметр экономических санкций в «Политическом атласе современного мира 2.0». Основной тезис состоит в том, что санкции могут отражаться как в виде внешней угрозы для современных государств, так и в качестве инструмента их внешней политики. То есть в терминах указанного проекта информация об использовании санкций может применяться как в индексе внешних и внутренних угроз, так и в индексе потенциала международного влияния. В статье проводится анализ возможности использования данных переменных в той логике, в которой проходил отбор остальных переменных проекта: анализ основного понятия, состояние эмпирических исследований, вопросы теории, операционализация понятия в виде отдельных переменных. Исследование политики санкций могло бы стать отдельным подпроектом в рамках «Политического атласа современного мира 2.0», определяя его развитие не только с точки зрения обновления и расширения основной базы данных, но и развития отдельных специализированных тем в рамках общей рамки проекта.</p></abstract><trans-abstract xml:lang="en"><p>“Political Atlas of the Modern World 2.0” research project as well as its predecessor provides a wide range of opportunities to reveal the structures of the modern world composed of nation-states. At the same time, the project is missing a number of phenomena of contemporary international politics. One of them is the use of the instruments of economic coercion. Above all, such instruments imply economic sanctions, i.e. unilateral restrictive measures of nation-states vis a vis each other or particular persons in finance, trade, transportation and other economic domains to achieve political goals. The question is how to deal with sanctions under the framework of “Political Atlas of the Modern World 2.0”? The key point is that sanctions might be operationalized both in terms of internal threats for a nation-state as well as the component of its foreign policy toolbox. The article highlights understanding of a concept of sanctions, reveal major methodological problems related to empirical and theoretical research of sanctions and provides options to operationalize sanctions in a set of variables.
