Автор статьи анализирует эволюцию Европейского парламента с позиций теории эволюционного институционализма. В этих целях выделяются основные элементы парламентского анализа: развитие основополагающей идеи, ниша ЕП, институциональная и практикуемые формы, а также рассматриваются фазы парламентской эволюции: расширенная фаза парламентской институционализации (1952–1962), провалившийся проект конституции (1953), организация размещения мест в парламенте, Римские договоренности (1957), фаза стагнации (1962–1970), фаза радикальных изменений (начиная с 1970 г.).

The author analyzes the evolution of the European Parliament proceeding from the theory of evolutional institutionalism. Hence he emphasizes the key elements of the parliamentary analysis: the development of fundamental idea, niche of EP, institutional and practiced forms. He also examines the phases of parliamentary evolution: the extended phase of parliamentary institutionalization (1952–1962), the failed constitutional project (1953), the organization of parliament seats allocation, Roman Conventions (1957), the stagnation phase (1962–1970) and the phase of fundamental changes (since 1970).
