В статье автором рассматриваются различные подходы к концептуализации термина «государственная состоятельность», а также обозначены основные трудности концептуализации данного термина. На основе анализа различных подходов автором выработано свое инструментальное определение состоятельности. Основной акцент сделан на группе подходов, описывающих динамическую и статическую состоятельность, а также на подходах, описывающих различные формы государственной несостоятельности.

The author analyzes different approaches to defining the meaning of «stateness» and notes the difficulties caused by it. Hence he offers his own definition of stateness. The main attention is paid to dynamic and static approaches to consistency and to description of state inconsistency.
