В статье подвергается критической переоценке распространенная в литературе теория так называемой J-кривой , в соответствии с которой предполагается, что качество институтов государственного управления в авторитарных режимах выше, чем в переходных и гибридных. С использованием индексов World Governance Indicators мы показываем, что, по крайней мере в постсоветских автократиях, это не так – качество институтов в них низкое. Зависимость между качеством институтов и режимными характеристиками носит линейный характер. Мы также предлагаем неформальную модель «царя горы», которая объясняет, почему у постсоветских автократов, как монополистов политической и экономической ренты, нет мотивов для создания хороших институтов.

The critical appraisal of the so-called widespread J-curve theory, which says that state institutes’ quality in authoritarian regimes is higher than in transitional and hybrid ones, is given in this article. Using World Governance Indicators the author shows that this rule doesn’t work at least in post-Soviet autocracies, as the institutes’ quality there is really low. The dependence between institutes’ quality and regime’s character is linear. An informal «tsar of the mountain» model, which explains why the post-Soviet autocrats as the monopolists in gaining political and economic rent are not motivated to create high-quality institutions, is given in the article.
