В статье анализируется рост фрагментации политического пространства ЕС, в рамках которого государства-члены обладают различным набором прав и обязанностей. Рассматриваются существующая система исключений и ее влияние на реализацию интеграционных проектов, а также практика применения продвинутого сотрудничества и эффективность его использования для продвижения интеграции.

The article analyzes the adding of the fragmentation in the EU political area, in this context member-states hold the different rights and obligations. The present system of the opt-outs and its influence to integration projects are considered. Paper also analyzes application of the enhanced cooperation and its efficiency for advance integration.
