Статья посвящена определению оснований клиентелизма региональных политических машин в современной России. С этой целью на материале экспертного опроса о выборах в 25 российских регионах осенью 2015 г. используется метод качественного сравнительного анализа (QCA). Выводы свидетельствуют о том, что клиентелизм политических машин может объясняться доступностью опоры на контролируемые группы избирателей. В то же время клиентелизм может свидетельствовать не только об инфраструктурном потенциале, но и о недостатке административных возможностей для предотвращения рисков конкуренции другими способами.

The article is dedicated to the foundations of electoral clientelism employed by the regional machines in Russia. The author uses qualitative comparative analysis (QCA) in order to analyze the data from 25 regional campaigns in 2015 generated by the PEI expert survey. The degree of clientelism by the Russian regional machines can be explained by the availability of controlled voters’ constituencies. At the same time clientelism resulted from a low infrastructural capacity and inability to prevent electoral competition by the administrative means.
