В статье рассматривается англоязычный термин «governance». По отношению к стране он определяется как мера предоставления государством своим гражданам благ государственного управления. Исследуется влияние фрагментации партийной системы, ее состязательности и изменчивости электоральных результатов на «верховенство закона», являющееся одним из основных благ государственного управления. Использованы данные по 189 странам, где существуют парламентские партии, и данные Всемирного банка за 2007 г. по индикатору «верховенство закона». Более состязательные и стабильные партийные системы оказывают более сильное положительное влияние на «верховенство закона». Влияния фрагментации не установлено.

This article reviews the English term, «governance». It defines «country governance» as the extent to which a state delivers to its citizens the benefits of government. It studies the effects of party system fragmentation, competition, and volatility on Rule of Law as a benefit of government. Data came from 189 countries with parliamentary parties and 2007 World Bank data on Rule of Law. More competitive and stable party systems scored higher on Rule of Law. Fragmentation had no effect.
