Подчеркивается, что для случая России это влияние должно рассматриваться в контексте перехода от политики стабилизации к политике модернизации. Последняя актуализирует проблемы электоральной подвижности и перехода от управляемости к репрезентативности в процессе формирования партийной системы.</p></abstract><trans-abstract xml:lang="en"><p>The influence of electoral volatility on the formation of new parties is examined. Argued is that in case of Russia this influence should be analyzed in the context of transition from the policy of stabilization to the policy of modernization.
