Автора интересует, почему в стране, где этноконфессиональная структура населения существенно не изменялась в течение десятилетий, внезапно произошла интенсивная политизация общинных идентичностей. Тестируется гипотеза о том, что это произошло в результате длительного процесса ослабления государственной состоятельности и в территориальном, и в функциональном аспектах. В качестве кейса для исследования выбрано сообщество сирийских туркоман, третьей по численности этнокультурной группы Сирии. Основанием для выбора стало не только малое количество работ по этой теме, но и самоидентификация группы как части тюркского (османского) мира. В качестве аналитического инструмента использован «треугольник Брубейкера», который предполагает анализ национализма таких меньшинств во взаимосвязи с политикой «национализирующего государства» и «внешней родины».Исследование включает в себя анализ (а) системы регулирования социокультурного плюрализма в Османской империи, (б) особенностей создания современного сирийского государства и (в) процесса политизации туркоманского сообщества в ходе гражданского конфликта. Сделан вывод, что на формирование его политической субъектности оказали влияние такие факторы, как нарушение «общественного договора» между правящей элитой и населением в период неолиберальных реформ, поддержка «внешней родины» – Турции, использовавшей потенциал племен для создания зоны безопасности, а также сохранившиеся у туркоман механизмы племенной солидарности и самоуправления, которые позволили им частично реализовать проект широкой культурной автономии на севере страны. </p></abstract><trans-abstract xml:lang="en"><p>The article focuses on the issue of minorities political actorness during the current armed conflict in Syria. The author speculates on why a country where the ethno-confessional structure of the population has not changed significantly for decades, suddenly faced an intensive politicization of communal identities. The tested hypothesis is that this has emerged from a long process of the state capacities weakening both in the territorial and functional aspects. In this context, the author studies the community of Syrian Turkmen, the third largest ethnocultural group in the country. The selection of this case was guided not only by a lack of relevant in-depth studies, but also by the group's self-identification as a part of the Turkic (Ottoman) world. The application of “Brubaker's triangle” as an analytical tool made it possible to view the nationalism of such minorities in relation to the policies of the “nationalizing state” and “external national homeland”. The study involves analysis of (a) the system of regulation of socio-cultural pluralism in the Ottoman Empire, (b) the peculiarities of stateand nation-building in Syria and (c) the process of Turkmen community politicization during the civil conflict. It is concluded that its political actorness was formed due to such factors as violation of the “social contract” between the ruling elite and the population during the period of neoliberal reforms, the “external homeland” (Turkey’s) support, as well as the persistence of mechanisms of tribal solidarity and self-government among the Turkmen, which allowed them to partially implement the project of cultural autonomy in Northern Syria. </p></trans-abstract><kwd-group xml:lang="ru"><kwd>сирийские туркоманы</kwd><kwd>сирийский кризис</kwd><kwd>османские ин- ституты</kwd><kwd>арабское государство</kwd><kwd>арабский национализм</kwd><kwd>этноконфессиональные меньшинства</kwd><kwd>пантюркизм</kwd></kwd-group><kwd-group xml:lang="en"><kwd>Syrian Turkmen</kwd><kwd>Syrian crisis</kwd><kwd>Ottoman institutions</kwd><kwd>Arab state</kwd><kwd>Arab nationalism</kwd><kwd>ethno-confessional minorities</kwd><kwd>Pan-Turkism</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Ayubi N.N.
