Локальное как возможный ответ на глобальные вызовы

Статья посвящена рассмотрению возможных альтернативных путей развития, связанных с повышением роли и веса локального уровня территориальной организации и управления в современных условиях. Авторы рассматривают эту проблему в контексте противоречивого и кризисного процесса трансформации устоявшихся пространственно-территориальных иерархий и становления более гибкой и приспособленной к потребностям социально-экономического развития модели управления. Наряду с целым рядом новых перспективных возможностей авторы обнаруживают ряд кризисных явлений на собственно локальном уровне территориальной иерархии, решение которых требует поиска новых властно-управленческих моделей и стратегий.
