Problems of a new scientific trend in political science: is the discussion about state sectoral policies still relevant?

Abstract

The article attempts to conduct a multidimensional (normative, scientometric and scientific) analysis of the content of the scientific specialty profile 5.5.3 “Public administration and sectoral policies” in order to determine the subject of scientific and educational activities in the framework of political studies and education in relation to the phenomenon of “sectoral policies”. The authors claim that the formation of the specialty in question was accompanied by intensive interdisciplinary scientific discussions and disputes about the correlation of research on the subject in the framework of economic, political and public administration sciences. The consolidation of the specialty for political sciences opens up new opportunities for interdisciplinary and transdisciplinary research, which will ensure scientific continuity, since previously this subject area was studied mainly within the framework of economic sciences. It is shown that trends in the regulation of scientific and educational activities in this area, as well as trends in the development of legislation on strategic planning, reflect the results of a certain political struggle, therefore they themselves can be the subject of political analysis. The point of view of individual authors is supported that the subject area of “sectoral policies” allows for the integration of public policy and public administration, providing opportunities for the development of applied scientific research in relation to relevant political and administrative processes and institutions. The authors’ definition of this term and its prospective replacement by the term “subject-oriented directions of state policy” are proposed. A set of features is proposed to identify the subject-oriented directions of state policy for their further study. The interdisciplinary and transdisciplinary nature of scientific research in this field is shown, and directions for the development of scientific research and the implementation of their results in the educational process are proposed.
