РАЗДЕЛЕННАЯ ИСПОЛНИТЕЛЬНАЯ ВЛАСТЬ И ДЕМОКРАТИЗАЦИЯ В ПОЛУПРЕЗИДЕНТСКИХ СИСТЕМАХ
Аннотация
Статья посвящена изучению влияния разделенной исполнительной власти (ситуации, при которой президент и премьер-министр принадлежат к разным партиям) на процесс демократизации в полупрезидентских системах. Степень разделения исполнительной власти меняется в зависимости от полномочий президента и премьер-министра. В полупрезидентских системах, где доминирующим актором является либо президент, либо премьер-министр, разделение исполнительной власти не влияет на процесс демократизации. В полупрезидентских системах президент и премьер-министр имеют широкие независимые полномочия, и разделенная исполнительная власть оказывает негативное воздействие на процесс демократизации, поскольку создает возможность для конфликта внутри исполнительной власти. Используя порядковую логит-модель, авторы приходят к выводу, что полупрезидентские системы с двумя доминирующими акторами исполнительной власти функционируют также эффективно, как и системы с одним доминирующим актором.
