ФУНКЦИОНИРОВАНИЕ СИСТЕМЫ ПОДОТЧЕТНОСТИ В ПОСТКОММУНИСТИЧЕСКИХ ГОСУДАРСТВАХ: КОНЦЕПТУАЛЬНЫЕ РАМКИ И ИНДИКАТОРЫ
Аннотация
Функционирование демократического политического режима опирается на ряд параметров, конфигурация которых обусловливает его сущностные характеристики. Одним из значимых параметров является подотчетность, которая, в свою очередь, способна повысить качество демократии и политических решений. В предлагаемой статье автор подходит к изучению подотчетности в пост-коммунистических странах и на основе критики существующих исследований выстраивает концептуальные рамки для анализа данного явления, предлагает модель и показатели для анализа функционирования систем подотчетности в посткоммунистических странах на основе фиксации их конфигурации.
