«Демократический Левиафан»? Режимные изменения и государственная состоятельность - проблема взаимосвязи

Аннотация

В данной статье рассматривается явление государственной состоятельности и различные подходы к его концептуализации, использовавшиеся исследователями на протяжении последних десятилетий, различные способы измерения этого концепта, а также весь спектр существующих теорий о взаимосвязи государственной состоятельности с динамикой режимных трансформаций. В эмпирической части работы авторы кластеризуют траектории изменения характеристик государственной состоятельности и политического режима в большинстве государств мира за 1992-2011 гг., после чего сопоставляют траектории между собой и формулируют выводы о подтверждении или опровержении тех или иных гипотез о взаимосвязи политического режима и госсостоятельности. В частности, находят довольно много опровержений гипотезы о примате государственной состоятельности над демократизацией и о невозможности успешного развития состоятельности при жестком автократическом режиме. Вместе с тем гипотеза о возможности параллельного развития демократии и государственной состоятельности, скорее, находит свое подтверждение.
