Картельная партия: возвращение к тезису

Авторы статьи возвращаются к концепции «картельная партия», которая была впервые выдвинута ими в 1992 г. и затем представлена в статье, опубликованной в 1995 г. в журнале «Party Politics». Концепция оказала существенное влияние на исследования партий в демократических странах и стала предметом всесторонней эмпирической проверки и теоретической оценки, результаты которой в одних случаях подтвердили ее, в других - нет. Тезис картельной партии предполагает, что политические партии все больше функционируют как картели, используя ресурсы государства для ограничения конкуренции и обеспечения собственного успеха на выборах. Цель статьи - уточнение исходной аргументации концепции и ее дальнейшее развитие. После краткого обзора основных положений исходной статьи авторы развертывают аргументации картеля и указывают причины, по которым можно говорить о картелизации политических партий даже в тех случаях, когда внешне они выглядят состязательными. В заключительной части приводятся выводы, следующие из тезиса картельной партии, а также формулируется повестка дня для дальнейших исследований.
