Локализм в политической динамике современной Европы: кейс Литвы

В статье авторы обращаются к феномену локализма как одного из проявлений процесса фрагментации политического пространства - важной особенности культурно-политической динамики в современном мире. В Европе это проявляется в заметном росте значимости локальных политических движений, что отчасти связано с динамикой мировой экономики, которая в значительной мере определяет политический выбор и стратегию поведения разных социальных акторов. Застойные явления в экономике, возрастающая социальная дифференциация и поляризация, размывание среднего класса вызывают разочарование избирателей в «исторических» политических партиях, провоцируя рост волатильности партийной структуры и предпочтений избирателей. В исследовании авторы изучают недавний опыт одной из постсоциалистических стран - Литвы. В результате реформы избирательного законодательства с 2015 г. к муниципальным выборам в Литве допущены беспартийные списки местных жителей -общественные избирательные комитеты (ОИК). Важной особенностью ОИК является их короткий жизненный цикл, они прекращают свое существование с окончанием избирательной кампании. Авторами были проанализированы ключевые позиции, декларируемые в предвыборных программах 113 ОИК на муниципальных выборах в 2015 и 2019 гг. География участия и поддержки ОИК расширяется. В 2019 г. они были представлены в 47 самоуправлениях и совокупно получили 27,8% голосов, что больше, чем у любой другой партии. Крупные города оказались наиболее восприимчивы к инновационному институту избирательного процесса. Ключевые факторы, влияющие на успешность ОИК, - степень фрагментации электорального пространства муниципалитета и наличие во главе списка сильного лидера, баллотирующегося параллельно на пост мэра. Кейс Литвы показал возрастание поддержки локальных политических движений в Европе благодаря перетоку избирателей от общенациональных партий. Однако институциональные ограничения (короткий жизненный цикл, отсутствие выхода на высшие уровни принятия решений) снижают потенциал локальных движений в преодолении местных проблем. Таким образом, в конкуренции политических агентов разных масштабов с противоположными трендами электоральной поддержки рождается новый для политической динамики современной Европы конфликт.
