СУБНАЦИОНАЛЬНЫЕ ЭЛИТЫ КАК СУБЪЕКТЫ ТРАНСФОРМАЦИИ ПОЛИТИЧЕСКОГО ПРОСТРАНСТВА ЕВРОПЕЙСКОГО СОЮЗА

В статье поставлен и исследуется вопрос о субъектах европейского политического пространства, о том, является ли это пространство исключительно моносубъектным или его можно считать многосубъектным. Принимая во внимание первостепенную роль национальных элит в выстраивании европейского пространства и институциональном закреплении транснациональных пространственных связей, нельзя не учитывать возрастающее в последние три десятилетия значение субнациональных (особенно региональных) элит не только на национальном, но и на европейском уровне. Прямое и опосредованное взаимодействие регионов с европейскими институтами, создание и укрепление новых связей пространственной организации, вертикальных, горизонтальных и иной конфигурации содействуют обретению европейским пространством новых качественных признаков. Тем не менее сложно говорить о некоем особом региональном уровне управления в Европейском союзе. В зависимости от конкретных обстоятельств субнациональные элиты могут стать составной частью национальных элит и таким образом обрести качество субъекта политического пространства ЕС или входить с ними в открытое противостояние, выдвигая в некоторых случаях сепаратистские требования, что несет в себе риск фрагментации европейского политического пространства.
