«Проблема» национальных меньшинств

Аннотация

В статье доказывается, что проблематизация национальных меньшинств вытекает из развития и применения доктрины национального самоопределения: 1) национальные меньшинства оспаривают ныне утвердившиеся юридические основания государственных границ (в теории и на практике); 2) национальные меньшинства оспаривают ключевые принципы современной доктрины легитимации политической власти-авторитета (т.е. соответствие между «народом», «нацией» и «государством» и обретение авторитета через договор между управляющими и управляемыми). Указывая на эти два взаимосвязанных момента, автор статьи доказывает, что национальные меньшинства не следует рассматривать как проблему, которую нужно решать, скорее - как то, чем можно эффективно и вполне оправданно управлять.
