Abstract
The author analyzes the evolution of the European Parliament proceeding from the theory of evolutional institutionalism. Hence he emphasizes the key elements of the parliamentary analysis: the development of fundamental idea, niche of EP, institutional and practiced forms. He also examines the phases of parliamentary evolution: the extended phase of parliamentary institutionalization (1952–1962), the failed constitutional project (1953), the organization of parliament seats allocation, Roman Conventions (1957), the stagnation phase (1962–1970) and the phase of fundamental changes (since 1970).

Abstract
The concept of smart power is discussed. The main attention is paid on employment of smart power in contemporary world politics, particularly in the U.S. foreign policy in the light of American competition for world leadership and hegemony with the expanding China, India and the European Union. The author analyses history and current condition of the national strategy of smart power in the USA and other countries. He also examines the grand state strategy as a premise for the formation of global governance, based both on national and supranational efforts.

Abstract
The author analyzes political aspect of the concept of «sustained development» («SD»). A lot of attention is paid to international political realities of implementing the «SD» strategy. The fundamental ideas of the concept of «SD» are examined, too. The author notes that this concept could be criticized and explores main long-term world order models. He concludes that the key political factor in the long-term implementation of the global «SD» is based on forming of a new system of making and implementing policy decisions at the global level.
